The Transformation of Organizational Operating Models in the Age of AI: From Task Execution to Decision Orchestration

Introduction: The Theoretical Imperative and the "Decision Gap"
Contemporary organizational science stands at a precipice, moving beyond the legacy of "task-automation" into a paradigm where Artificial Intelligence (AI) functions as "decision infrastructure." The traditional focus on efficiency, doing things faster, is insufficient to explain the structural metamorphosis currently underway. We are witnessing the emergence of a "Decision Gap": the widening distance between the near-instantaneous speed of machine-generated prediction and the lagged, cognitively constrained speed of human value-judgment. Existing literature frequently fails to bridge this gap, often operating under the flawed assumption that increased data volume linearly improves decision quality.
This essay argues that AI does not merely optimize existing processes but fundamentally re-architects the firm. It offers three primary contributions:
AI as Foundational Decision Infrastructure: Positioning AI as a structural layer that reconfigures the organizational perception of risk and opportunity.
Theoretical Integration: Synthesizing Simon’s (1973) attention scarcity with Agrawal’s (2018) prediction economics to identify the new organizational bottleneck.
The Rise of "Satisficing at Scale": Defining a new operating model where decentralized agents leverage AI to achieve "acceptable" decisions across a vast business surface area, effectively extending the firm’s reach beyond previous limits of bounded rationality.
By deconstructing the causal logic of this transformation, we can understand how the internal economics of the firm are being rewritten.
AI as Operating Model Disruptor: Factorization and the Attention Economy
Herbert Simon (1973) famously posited that a wealth of information creates a poverty of attention. In the modern firm, the strategic bottleneck is no longer data acquisition but the scarcity of human cognitive bandwidth required to process it. AI addresses this through "Decision Factorization", the surgical decomposition of decisions into factual premises (prediction) and value premises (judgment).
However, empirical research in MIS Quarterly demonstrates that AI adoption systematically introduces new coordination and interpretive challenges rather than purely improving decision efficiency. Studies show that AI-enabled decision environments increase organizational opacity and require new forms of governance and interpretive roles to maintain decision quality. This aligns with what can be conceptualized as an “Adoption-Knowledge Gap”: while AI usage scales rapidly, cognitive and organizational integration lags behind. The KPMG (2025) findings provide field-level evidence of this mechanism, showing that a majority of users rely on AI outputs without sufficient evaluation, effectively bypassing the human judgment layer. When factual premises are accepted without critical evaluation, the value-premise function collapses, leading to systemic orchestration failures where algorithmic outputs are institutionalized rather than governed.
The Economics of AI: Prediction Costs and the Premium on Human Judgment
The logic of this disruption is fundamentally economic. As Agrawal et al. (2018/2022) demonstrate, as the cost of prediction (the factual premise) falls, the value of its complement, human judgment (the value premise), rises. In this environment, value creation migrates from "doing" to "choosing." Empirical evidence from decision-making research shows that AI capabilities primarily improve decision speed rather than decision quality, unless supported by complementary organizational capabilities and governance structures . This directly challenges the implicit assumption in much of the AI discourse that improved prediction automatically leads to better decisions. The KPMG (2025) data reinforces this distinction at scale: while 82% of users report improved efficiency, only 54% report increased fairness. This divergence indicates that organizations successfully automate factual premises but systematically underinvest in the integration of value premises required for robust decision-making.
The strategic difference between pre-AI and post-AI operating models can be clearly articulated across several dimensions. First, the primary unit of value creation: In execution-driven models prior to AI, value is based on task completion and labor volume. In judgment-centric models after AI, value is based on decision quality and orchestration. Second, the core bottleneck: Before AI, this lies in information scarcity. After AI, it shifts to attention scarcity, as highlighted in information processing theory (Simon, 1973). Third, the role of technology: Before AI, the focus is on automating manual labor. After AI, the focus shifts to the provision of factual premises, namely prediction, which aligns with the economic logic of declining prediction costs (Agrawal, Gans and Goldfarb, 2018; 2022). Fourth, the success metrics: Before AI, success is primarily measured by efficiency. Recent survey evidence indicates that approximately 82 percent of respondents report efficiency improvements from AI. At the same time, only about 54 percent report improvements in fairness or ethical quality, pointing to a divergence between operational performance and value-based decision quality (Gillespie et al., 2025). Fifth, the role of humans: Before AI, the human role is primarily execution-oriented, doing and executing tasks. After AI, this role shifts toward choosing and governing, that is, selecting, evaluating, and steering decisions, particularly in relation to the formulation and application of value premises (Simon, 1976).

Organizational Design: Coordination Costs and Distributed Decision Rights
AI reshapes the boundaries of the firm by reducing internal coordination costs (Williamson, 1985). Historically, firms were limited by the transaction costs of managing decentralized actors. Today, AI enables "Satisficing at Scale," allowing organizations to achieve acceptable decision quality across a distributed network by lowering the threshold of bounded rationality.
Research on AI-enabled decision systems indicates that reduced coordination costs do not eliminate governance complexity but instead shift it toward the design of decision rights and accountability structures at a finer level of granularity .
The observed “Paradox of Adoption” (KPMG 2025), increasing use alongside declining trust, can therefore be interpreted not as a technology failure but as a governance failure. The absence of institutional adequacy forces firms to internalize regulatory functions, increasing internal coordination complexity despite technological efficiency gains.
Human-AI Roles: From Execution to Orchestration
The evolution of human agency in these systems is best understood as a transition from "Doing" to "Orchestrating." To succeed, organizations must escape the "Turing Trap" (Brynjolfsson, 2021), the strategic error of using AI to mimic or replace human execution. Instead, the focus must be on augmentation. "Orchestration" is the escape from this trap; it moves the worker from the role of a tool-operator to an “AI Translator” (Benbya et al., 2021), a role empirically identified in MIS Quarterly research as critical for aligning algorithmic outputs with organizational intent and decision context.
Empirical studies on human–AI decision-making show that without clearly defined interpretive and supervisory roles, organizations experience systematic breakdowns in decision accountability and transparency .
The KPMG (2025) findings provide behavioral evidence of these structural gaps, including shadow AI usage, lack of transparency, and policy violations. These patterns should not be interpreted as individual misconduct but as symptoms of insufficient orchestration design.
Capability Transformation: System-Level Skills and the RBV Framework
Applying the Resource-Based View (Barney, 1991), it becomes evident that AI tools themselves do not constitute a sustainable competitive advantage. While AI technologies are increasingly accessible and replicable, they fail to meet the VRIO criteria of rarity and inimitability. Empirical research demonstrates that AI capabilities only translate into performance gains when combined with complementary organizational capabilities such as digital infrastructure, governance mechanisms, and strategic alignment (Benbya et al., 2021; Brynjolfsson et al., 2021). These complementarities are essential because AI does not operate as a standalone productivity driver but as part of a broader socio-technical system that integrates data, processes, and human judgment.
This reinforces a critical reinterpretation of the Resource-Based View: competitive advantage resides not in the possession of AI technologies, but in the firm’s ability to embed them into coherent decision systems. In this context, value is generated through what can be termed “System-Level Capabilities”, organizational competencies that enable the coordination, interpretation, and governance of AI-driven decision processes.
These capabilities manifest in three key dimensions:
Integration Capability: The ability to embed AI into end-to-end workflows, linking predictive outputs with operational and strategic decision-making processes.
Governance Capability: The capacity to define decision rights, ensure accountability, and manage risks such as bias, opacity, and over-reliance on algorithmic outputs.
Interpretive Capability: The human ability to translate AI-generated predictions into context-specific actions, aligning factual premises with organizational value premises.
From an RBV perspective, these capabilities satisfy the VRIO conditions: they are valuable (they improve decision quality), rare (they require organizational redesign), difficult to imitate (they depend on path-dependent learning and culture), and organized (they are embedded in governance structures). Global competitive dynamics are increasingly shaped by these system-level capabilities. The KPMG (2025) findings suggest that firms and economies that aggressively integrate AI into their decision infrastructure are better positioned to develop these capabilities. Notably, emerging economies exhibit higher rates of AI adoption and perceived effectiveness, indicating a potential “leapfrogging” dynamic in which system-level capability development outpaces that of more established, but structurally rigid, organizations.
In summary, the locus of competitive advantage shifts from technological assets to organizational integration. Firms that fail to develop system-level capabilities will capture efficiency gains but not strategic advantage, whereas those that successfully integrate AI into their decision architecture will redefine the boundaries of performance and competition.
Synthesis: A Causal Narrative for the Decision-Centric Organization
The transformation follows a clear causal narrative: AI Infrastructure dramatically lowers the cost of Prediction, which enables Decision Factorization. This factorization shifts the firm's primary bottleneck from information to Attention, necessitating a total redesign of Decision Rights. When these rights are clear, the workforce transitions into Orchestration Roles, where human judgment governs machine facts. Empirical evidence suggests that the impact of AI on decision performance is mediated by organizational capabilities, governance structures, and interpretive processes rather than by predictive accuracy alone.
The KPMG (2025) findings on declining trust therefore act as a moderating variable: firms that fail to resolve this integration gap will not realize the benefits of AI-driven decision systems.
In summary, the organization of the future is no longer an execution system; it is a decision system. In this model, humans do not compete with machines in the realm of factual premises; they lead machines through the management of value premises. The firms that will dominate the next decade are those that recognize that AI literacy is not just an individual skill, it is the strategic cornerstone of organizational orchestration.
